You don't get anything like that in NV or mods for either 3/nv. It didn't have fancy volumetric lights or even basic scene shadows, but it still looked good, adding depth and variaty to the scene. Nuclear Fallout contaminates rain, If Fallout was a bit more realistic you'd take constant radiation damage so be glad It's not the fact that it happens on lightning strikes is only slightly realistic and there's no point arguing it over a video game.
